 OF THE FOUR FRESNO CITY COUNCIL SEATS WHICH WERE CONTESTED ON TUESDAY, TWO RACES PRODUCED CLEAR CUT WINNERS, BUT THE OTHER TWO WILL CONTINUE TO PRODUCE SOME SPARKS FOR WEEKS TO COME.
 INCUMBENT BLONG XIONG EASILY WON RE-ELECTION IN DISTRICT ONE, AND CLINT OLIVIER CLEARLY WON IN DISTRICT SEVEN.
 BUT, THERE ARE  RUNOFFS  SHAPING UP IN DISTRICTS THREE AND FIVE.  WITH AS MANY AS 20-THOUSAND ABSENTEE BALLOTS STILL TO BE COUNTED, THE ELECTION WON'T BE CERTIFIED FOR AT LEAST TWO WEEKS.
 IN DISTRICT THREE, MIKE BRIGGS BEAT OLIVER BAINES AND SIX OTHER CANDIDATES, BUT NOT BY ENOUGH TO AVOID A RUNOFF.  AND THAT RACE WILL BE CLOUDED BY ALLEGATIONS OF VOTER FRAUD.
 IN DISTRICT FIVE, FORMER COUNCIL MEMBER SAL QUINTERO WILL RUN OFF AGAINST EITHER LOUISE BAUER DAVOLI OR VALERIE DAVIS, BUT ONLY FOUR VOTES SEPARATE THE TWO WOMEN.
